You're better off just making an RPG like every other nation that's serious about fighting tanks than sending people to die with a Shitotsubakurai, anyway. Tanks have machine guns to shoot down any infantry trying to charge them with explosives, and usually come in platoons that can hose each other down with machinegun fire without worrying about damaging other tanks. A charge at a tank through the open is as suicidal as the weapon itself. An RPG, meanwhile, not only gives your soldier a chance to survive, but is a lot faster and nearly impossible to shoot down.

Japan did produce a rocket launcher based on the M1 bazooka known as the type 4 70mm rocket launcher (試製四式七糎噴進砲) in 1944. There was also the type 99 magnetic mine, similar to the German Hafthohlladung, the type 99 was also able to be attached to more mines therefore increasing it's power. Unfortunately the type 99 mine was produced in insufficient numbers and as you said, required the user to run up to the tank possibly resulting in death. The type 4 on the other hand was developed too late and due to the Japanese doctrine to prepare for the mainland decisive battle, it was never shipped outside Japan to fighting forces. There were also a few other anti tank weapons, such as the type 97 AT rifle which could fire in full auto, as well as the type 5 45mm recoilless rifle, neither made it to out of Japan like the type 4. This coupled with the fact that China didn't had many tanks of which were lightly armored resulted in Japan not developing more and stronger anti tank weapons.
In the end, Japan needed something quickly and thus the Shitotsubakurai was created. It may have been crude and worse than other nations weapons at the time, but it was an attempt.
