That 'Wait, WHAT?' on the third panel can have two implications:
1: The soldier was surprised that they caught a different Yearbeast.
2: The soldier was surprised that someone can clearly understand what Dolly said.

others have fur/thingies to hide their naked. new one don't have such things so clothes are very needed.

The Year of the Ox beast has had almost all year to roam free before they finally captured her. She's had time to get clothes... and apparently outgrow them too.

They didn't catch last years beast, which was the year of the Ox.

The rips are aligned in such a way that would indicate they were stretched vertically, rather than horizontally. This would mean she’s too tall, rather than too fat.
(Of course, it wouldn’t look like tiger stripes the other way.)
