    Cows aren't (just) stupid... they've also been bred for thousands of years to be very docile. (Compared, at least, to their less domesticated cousins, like musk oxen or water buffalo, which would happily rip a farmer apart if given a chance.) That way, farmers can lead a bull up to impregnate a cow (or use a machine to do it for the bull...), seperate the cow from her child, then routinely milk the cow without the cow really caring too much.

    It's possible that a cow girl is just so docile that she flat-out doesn't mind sitting topless in front of people, or having her breasts grabbed.
