Ooh, this is from the new game, TH 12.3! It's gonna use a character assistance system this time, and if ZUN goes by tradition, Cirno's the last boss of the game (seeing as her silhouette is on the cover). Can't WAIT to see the game released!

I think that Kanako isn't a playable character, but just an assistance for Sanae... The fact is that Kanako is a Goddess and as for Immortals and other Gods (Mokou, Suwako, Kaguya...) I guess that they are not allowed in the fighting game... This is just my point of view!

EX Rumia is just fanon, so she can't be the last boss, and btw the last boss for "Touhou 12.3 Unthinkable Natural Law" is (probably or surely, because this still kinda weird) Cirno.
