Yeah, Mokou's pants are the mightiest pants in Gensokyo. And very nearly the ONLY pants, at that.

Typically, the day after this sort of scene, Mokou rises anew from her ashes that rested gently in those pants through the night.

I don't think her pants were on fire at any point, I think they are just ripped and bloody. It's true that her bow is on fire, though, but not her hair. Her hair is below the fire.
