Cirno is basically Big chill from ben 10 Alien Force for many reasons

1. Both can control and breath ice

2. Both have wings

3. Both are moth like ( Cirno kinda looks like a moth with her bow)

4. Both have fire forms ( Big chill with his ultimate form who can control fire , while Cirno has Achi Cirno , a fire version of Cirno

5. Both are popular or well known

6. Both are strong

This makes a lot of sense. For me would be like this:
Reimu = Legion Commander
Sakuya = Phantom Assassin
Yuyuko = Wraith King
Kanako = Zeus
Suwako = Earthshaker
Aya = Windranger
Meiling = Monkey King
Flandre = Pudge
Kokoro = Juggernaut (for the whole thing regarding masks and such)

I completely fail to see what Flandre and Pudge have in common, even remotely.
