The linked video has been edited to loop. It is difficult finding an unaltered version of the scene; trying to find them will either turn up meme-edited ones or "social commentary" pieces (about violence in media or real life or whatnot).

The meme line is often snowcloned and used (jokingly) on the Chinese interwebs as a cliched tough guy "don't mess with me" line (sometimes like the Navy Seals Copypasta too, when quoting multiple lines of this character).

As for this artist's art style, seems like they usually draw Touhou characters enacting Chinese memes, often going intentionally for stylistic suck in the process, imitating Chinese 60s-80s style posters. Like a Western artist drawing "cursed" art, kinda.
