I have no idea what gender it says it is when you actually battle her in GSC, but when she enters Steelix in contests in DPP, the name is "Rusty" ..which definitely sounds pretty manly. And I've dressed male pokemon up in absurdly feminine accessories to fit contest themes. My bet's on male.

Also, the NPC judge is named Keira (Mimmy in Japanese.)
