She basically sounds like the Japanese equivalent of a "rural hick". Goku and Chi-Chi has the same accent but are much more downplayed.
Translations tend to make heavy use of contractions and colloquialisms, especially those associated with "rural uneducated" speech (sad to say, but that's the stereotype), as opposed to the usual city slicker/punk/inner city dweller colloquialisms. This is often rendered into Appalachian American English (the very heavy rural drawl that is noticeably different from other Southern American accents), though this isn't as consistent as the common translation of Kansai into the usual (i.e. Texas) Southern American accent.
IIRC one of the Breath of Fire games rendered it as a weird hybrid of both Appalachian English and Scottish English.
