Cinderella Gray Ch. 18 spoilers
Oguri couldn't run in the Japanese Derby because she wasn't registered for it. This was because she was originally a local regional racing uma and wasn't attached to Central/Chuo, so her trainer (and other staff at the Tracen branch academy) didn't bother to register her for a Central race. This mirrors the story of the real-life Oguri.
Oguri's reaction, upon being told she couldn't run, is to storm into Rudolf's office and demand the rules to be bent to allow her to register and run.
Rudolf was colossally pissed and told Oguri off. Note that context-wise, Oguri has only recently transferred over to Central, and it was Rudolf herself who moved heaven and earth to get her there.
Generally speaking, Rudolf in the Cinderella Gray series is portrayed as being more authoritative. She has significant 'political' clout (ala how Student Council Presidents tend to be portrayed in Japanese fictional media) and takes an active role in leadership duties. Her depiction here tends to emphasize the "Emperor" aspect of her character more, and there's no Trainer or Teio to show off her silly and soft side. Rudolf is usually a supportive authoritative figure behind the scenes, but in face-to-face moments with Oguri she tends to act more antagonistic, because, well, Oguri has a tendency to rub Rudolf the wrong way with her "your rules are not my rules" approach.
So, yes, they amped up Rudolf's CHARISMA in the manga series.
