Oh, it's the "Suddenly Agitated Patient" (突然興奮する患者) meme. Origin is a real-life scene from Nippon TV's News Zero program, where a mental health patient suddenly became agitated and have to be held down and calmed down by a doctor and nurse.

This then got snowcloned into a bunch of "Suddenly X'd" memes.

Nice eye spotting it. I've totally forgot about this.
