The British laid the first Carrier first, so it make sense why she looks like the Wo-class, since if going by historical references, she could be classified as the Primary Wo-Class.
As mentioned above, the design may look like Wo-class because British laid the first carrier which means she is like the 'Original' while the Wo-class we have been seeing in the game are like 'Mass-Production Type'
It's like this one is the RX-78 Gundam while the Wo-class general enemies are the GM, simply speaking.

Looking at the other Abyssal Bosses, I also think South Pacific Aircraft Carrier Princess also looks like a Wo but helmetless.
On this boss, I also thought about her being some broodmother/maker of the Abyssal Wo class or was the template to make many Wo classes

Not feeling it personally, kinda lame to have a boss out of nowhere that's kinda ripping off the true original be the "original". Kinda removes some of the cool "OG" appeal Wo-class has. Specially considering that she (Victorious) is not the first aircraft carrier.

In all fairness, abyssals sometimes aren't the depiction of a single ship and can be a mix of two different ships fused together.

Yes I feel the same with this headcanon idea. It feels like a bit of a stretch, you have some abyss ships who are more than 1 ship who are related due to their fate in the map of the event or a general take on the ship class at most.

Perhaps the idea here was for her to be sort of an expansion on the original concept? So this would be your standard abyssal aircraft carrier, but meaner.
I think long term having some references to Oguchi's original work is unavoidable - after all he was the one to suggest that the abyssals should be part human(depending on power level). The rest is just expanding on that.
