As an outsider, I'm still left wondering whether torpedo ships like the Yuugumo are still relevant in the meta what with all the gimmicks around like radar, hydro, and the situational awareness indicator messing up their battle plans.

A little late, but torpboats are as reliable as ever. Meaning, not at all. If they hit their torps then it's fine, but otherwise they struggle to make good matches. Yuugumo's stealth is still something else.
I'm late too. Honestly after grinding the RN DDs, MN DDs, and RM DDs (which are currently in Early Access(TM)) returning to the IJN DDs was a slog. By comparison to the above ships, it's like the IJN DDs just don't accelerate and don't turn. Torpedoes are great, as always, they hit like a truck (easily twice as much damage per-hit as other nation DDs) are fast (about 5-6knt faster than contemporaries), and the body that launches them is super-stealthy, too. But just about everything else about them sucks. The guns, the maneuvrability, the consumables/gimmicks (why, in a CV-dominated meta, would you EVER drop smoke for TRB?). At the very least, I'd be calling for an acceleration buff.
