The 'Euthemia' part was the reason why people guessed that. The original word in CN/JP provides better insight of what really happens.

There was never any reference to euthymia whatsoever in both CN and JP titles.
CN title: [不动鸣神，泡影断灭]
JP title: [鳴神不動、泡影を滅す]
Both translated to (roughly) [Immortal Ruler and the Bursting Bubble] and [Thunder Emperor and Popping the Bubble]

Interpreting as [心净][土] ("Land of Heart Calming"/"Land of Calm Emotions") slots nicely into Plane of Euthymia.

(Admittedly they could have picked some other word to avoid the potential mental health connotations. But the word just sounds nice and fits nicely with how Greek philosophers used it.)

Interpreting as [心][净土] will be Heart's Pure Land, yes. Knowing Mihoyo both meanings are likely intended, but they emphasized the former in the translation.
