OK, so there's three character tags, but only one character in the picture. Normally I would think it was one character cosplaying as another, but no cosplay tag here. Am I correct that this is Tamaki cosplaying as Kotona? If so, what's the element that ties in Shizuka?

Itou Shizuka is the voice actress for both characters.

OK, that's that answered; reading up on the seiyuu_connection wiki that makes more sense to me now.

I'm more curious about who the character actually is, if this really is cosplay.
