The real answer: Raiden's hair was SO long and braided, so Sara can't undo the braid without doing that. Using a simple example of 'if you twist 2 pipes with diameter of X together in alternating pattern, you'd end with something that's shorter than the original length of the two pipes by factor of X', having your hair braided will cut down the length by one-thirds to about half, depending on the volume of the hair and method of braiding.
