In my first attempt at uploading this, I tried to tag all the hair colour and clothing I could. Once I passed 500 tags, the Chrome tab I was using crashed and I lost all that work, so this time I only tagged characters, animal ears, weapons, and some poses/expressions.
The artist started working on this sometime around January 2020: the first incomplete lineart-only versions I can find are on their twitter here, featuring the original cast + all the later additions up to the Code of Brawl event (Mostima, Bison).
There is a fully-coloured version with all the characters up until the Chapter 8 release (Mudrock, Rosmontis) on their Twitter here, posted November 2020, and with everyone up to Who is Real (Saga, Dusk) on their Pixiv here, dated February 2021.
Hopefully they will continue to update this as more characters come out.

This version goes up to Pallas, which is released about 2 weeks ago. So they definitely keep on updating.
As an interesting consequence of the image's history, all the older operators are toward the center of the image while all the newer ones are toward the edges.
Which brings my attention to Conviction, behind FEater and between Manticore and Hibiscus. While Conviction was in the beta versions, they weren't added to the final release until April 2020. Conviction in the current image doesn't quite match up with whoever's in their position in the lineart version from January 2020.
