I don't think it is. In the anime Kitasan was a young child for the sake of lore but in the app she is implemented as a teen. This is an art that makes fun of how she used to be a child admiring the living hell out of Teiou in the anime so when she gets released in the actual game, the artist is foreshadowing that ↑↑this↑↑ is what would probably happen.
