The ship in wows is supposed to be a big dick version of the Baltimore-class with torps. IRL the Baltimore-class was developed alongside the Cleveland-class. So in a way you could say she is.

I'm hoping her kit is the Mark 21 Superheavy AP slinging US triple 203s instead of the purple HE firing ones as Anchorage is the only US heavy cruiser I know that severely chunk, if not outright 1 salvo killing other heavy cruisers at her tier if those AP shells citadel

She was not equipped SHS, instead of that she's firing normal shells

I mean... why not? Its a shame she's lobbing New Orleans Mark 19 AP shells but she does share the gun with Baltimore and Bremerton so why not a Superheavy AP slinging turret that you can research?
