This comic is setting up the idea that Rhodes Island is not merely a pharmaceutical company like they claim; they're an NGO that is rescuing the outcasts and infected of the world and uniting them under a banner of philanthropy.

Like here, they've essentially set up Platinum to teach Vermeil as a means of socializing Vermeil but also help Platinum to break free of the indoctrination she was subjected to growing up and seeing that it doesn't happen to someone else... like Vermeil.
