I for one am doubtful this is indeed Murakami Suigun's work. Just about everything is different from his usual style.

You're right it's not Murakami, it's Tonbo Kusanagi and a different color version of this: http://uni-44.hp.infoseek.co.jp/wiwi-u/image/mitsu_rip.jpg

I couldn't find this color on his website so it might be a re-color, the jpg artifacts would make sense then
