It's the Tekken equivalent of a Shoryuken motion. That's his wavedash command. The tricky part is, unlike a traditional Shoryuken, after hitting forward, you pause for a few frames then hit down and down-forward. Then you go forward again, which cancels the animation (i.e. why it looks like a fireball motion). This allows you to washdash in rapid succession.
I think Smash will try to make his wavedashing a little easier than that.

I think his wave dash, which was shown in his teaser, is probably going to just be down-forward since Smash doesn't have complex attacks outside of Ryu, Ken and Terry.
