Ehn, Non-lethal? Where did you hear that? It isn't non-lethal, just low power. Besides that point, I doubt these two fight using spell card rules anyways. (At least with each other, their feud is pretty damn old after all.) Not that they really need them anyways.
No, he is right. It's against the rules to use deadly force or unavoidable attacks. People who don't obey those rules will get problems with the sage youkai.
That said, these two are probably allowed to do what they want as long as they are only fighting each other.

IMO, if you go around bragging that you are Immortal(whether you are or not) you deserve to be rightly killed for being a damn idiot if you arent. *points to every egotistical villian ever* I say Natural selection at work and Reimu/Yukari shouldn't get worked up trying to protect every idiot that claims themselves to be so powerful. Considering that Yukari/Reimu really are hax in physical form(Yukari more so if she actually got mad), its probably why even newcomers(like the whole SDM and Moriya) bothered to follow the Danmaku rules.

They come across a human, being protected by a were-hakutaku, who can fly, and who rattles on about the fact that she can't be killed because of that there Kaguya. Said human then starts up the curtain fire, goading the "assassins" to bring it on. If Reimu/Yukari don't believe that she's immortal by that point, then they're being full-bore retarded on purpose.
