Manwë is based off of the gods, the Valar, from the book The Silmarillion, by J RR. Tolkien.
He controls the winds, and the Eagles are at his command.

Before The Lord of the Rings, The Hobbit, and on there was The Silmarillion. The creation, the history, the betrayals, and the grand adventures. Manwë is king of the world, that is arda, and husband to varda (, which is the painting I made prior to this). She is Queen of Arda and of the Stars.

Manwë is also the brother to Morgoth. He had a different version for the world. Sauron worshiped Morgoth, and was no where near as powerful as Morgoth.
