What kind of specialized skills does a have that literally no quest will work? And if it has gotten to the point where you literally can’t find work, maybe you should branch out?

Maybe she hit the level cap and all the other quests are simply too easy for her to complete. There's not challenge. And I guess she's probably not hurting for money either.

I would say “why would she even be there if she didn’t need money” but someone who needed money wouldn’t be so picky

So if she’s just there out of boredom, why not help out some lower tiered guys. We already Know what happens to amateurs who fight goblins...
