Considering what most characters and skins look like, I'd be more inclined to believe this is related to the recent CCP issue. This could be the design they were originally going with, but altered it to the conservative one for all servers rather than give CN a censored version, this version being posted to global twitter due to miscommunication.
Edit: Global Twitter actually made a post about this about the same time I made this comment. They claim it was an early version, nothing more. Doesn't really disqualify it from being CCP related, but that's not something they would ever say publicly.

I think this is also the case. Most likely is that the artist may have intended for this as the definitive version but the commies took action while the final planning for the event was underway so Manjuu may have asked for a revision to the design to lessen the risks brought by releasing more risque outfits, hence arriving at the version we first saw in the JP livestream. Also, would an md5 mismatch tag be warranted since the tweet where this was sourced was taken down?
