The "Hell" turf contain:
- nuclear and thermal energy, easily weaponized;
- perfect and clean corpse disposal - even Yama won't get anything there;
- interrogation and torture with a lifetimes and an afterlifetimes guarantees;
- denizens are all former cell-mates so tough, who made place of improsonment their home and call it "cozy";
- some of said denizens can be fearsome and nigh-unstoppable hitmen.

So yeah, no one casually goes to that turf and get away with it.

Satori: Intelligent with strong deductive skill and also mind reader and according to this comic can perform a 'penitent stare' on you ala ghost rider
Koishi: Literally can't be seen unless she wants to be, potentially the best assassin gensokyo if applied.
Orin: strong enough to quickly haul off corpses with a wheelbarrow and kick a wolf into a ceiling
Okuu: literally a flying nuke.
Yuugi: a god damn oni who calls this 'hell' her home.

Any of the youkai of the underground aren't anything to sneeze at for sure, even the ones that hang around the entrance (Yamame, Parsee, Kisume). They were sealed underground for a reason after all...
