Probably just another form. Jack the ripper in Fate is basically multiple anomalies, with the loli one just being one of the many. Kinda like the Hassans. There’s also that Jack the Ripper who was a stopwatch or something and one where she was an actual mad man, all that stuff.

The Watch one was Theory of Jack The Ripper a wraith summoned that was the amalgamation of the many theories of Jack The Ripper, fun fact this one had a skill "Faceless Killers" with allow him to take the form of anyone and anything believed to be the true identity of Jack from prostitutes to policemen to even "cursed" objects like watches and every now and again he default to Loli Jack without actually knowing or understanding why.

jack isn't an orphan she's the collective soul of the aborted babies. that's why she couldn't be killed so easily despite having a weak master that couldn't supply mana. you need to kill all the souls that resides her or if you're a priest recite an exorcism rites like jeanne did.
there are multiple jacks in fate universe , since jack is really unknown it can be summon with different versions of the serial killer jack the ripper. there's even a male berserker one. so this adult jack can be summon and she will have a different origin why she became jack the ripper from the one we have.
my theory is it depends on the master on what kind of jack the ripper you will summon. there's a rule in the summoning system that if you don't have a catalyst you will summon a heroic spirit that is the most compatible to you. like how ryosuke summoned bluebeard. the same rule probably applies twice to unknown identity or myths like jack the ripper like the throne of heroes will pick out multiple possibilities of who jack is that is compatible to the summoner like the one summoned in apocrypha is the most compatible to reika.
