    There's a law in japan forbidding riding in tandem, but it's the 'tongue-in-cheek' kind, aka most policeman will just smile and let you go after explaining it; you're not supposed to bring a passenger in a non-passanger-seat bike, which, in detail, 'a bicycle with only one seat for the driver'. In the picture, the bike he's riding doesn't have that passanger seat, but rather a metal 'seat' for carrying items. You can, however, legally carry passenger if you have a permanently-attached seat cover over that metal rack.

    IIRC it's only applicable on certain cases; the law was written at the time when the bicycle's design haven't been 'standarized' and both the structural integrity and materials are lacking, so in reality the 'tandem riding' meant in this case was 'one people standing on bars attached on the back wheel's axle' and not the 'one people sitting on the baggage holder'. As the bicycle design got solidified and we got the 'mamachari' AKA 'mom's bicycle' design (the one with grocery basket on the front and the metal holding thing on the back), this law has became obsolete, but curiously it never went away.

    Gaijins can subvert this law if they did a tandem with a non-tandem bike, but only if they presented a proof that they 1: brought that bike from overseas, 2: had that bike for quite a long time (2+ years) and used it regularly (a photo or something with date proof and the bicycle in the photoframe) and 3: signed a document saying 'all injuries and damages are not Japan's responsibility', but local people generally a: never ride in tandem without the seat attachment thingie (most tandem riders here are kids, so they have special seat attachments), or b: rides bikes alone, or c: uses the support as it's intended (loading baggage/items like delivery boxes) so the law never been a problem. Never heard any incident where the law being cited, too. Japan has it's share of strange laws (cannot fish from riverbank if said place was barred/fenced) but it's residents has adapted workaround for that. (solution? Use rubber boat from upstream and fish from said floaties.)
