The problem is, the "serafuku" tag is set to imply "school uniform". Sailor Moon pictures are one of the rare cases when this doesn't make sense.

For tagging purposes, a necklace is a loose-fitting ornamental chain. While a choker is technically a necklace, visually, they're very different things.

Would this be one of those cases were you'd use sailor_uniform?

I would tag actual military naval uniforms with sailor_uniform, but that's just me.
