Plus the White Hare of Inaba story appears in the Kamitsumaki, the first section of the Kojiki. Given that the second and third sections are arranged chronologically, this could date Tewi as far back as before Emperor Jimmu, who is said to have reigned in the 7th century BCE.

Besides, *everybody* in Touhou except Reimu, Marisa, Sakuya (Possibly) and Sanae have ages inching ever closer to the millenium mark. Youkai don't really age past a certain point, and fairies are eternal. Ran's age should be at least 900, going by standard kitsune lore of one tail per hundred years.
In Touhou, *anything* has the potential to become a youkai. Tewi became one just by living a healthy life and living long enough. Kogasa (And probably Medicone's) entire youkai 'species' for lack of a better term is 'abandoned item'...
Flandre's over 500 now, and Remi's older than she is, yet they both appear to be like, ten. Kaguya and Mokou are at least five hundred years old, Eirin is older than the both of them, Reisen is at least old enough to remember the moon landing firsthand...
Byakuren and her fellows are, what, a thousand? They were sealed for a long-ass time...
Komachi is old enough that her sixty-year slack-offs are known enough to be a pattern that Cirno recognizes...

Tewi's a prankster, but that doesn't make her malevolent. She guides sick and injured people to Eintei for treatment and grants good fortune to humans. PoFV's manual described her as one of the few youkai that pose no threat to humans and stated that some will even enter the bamboo forest hoping to meet her and be granted luck.
