It's more like that he can't draw & produce any NSFW arts of any Hololivers, since it will be considered 'official art' (a common thing in JP - you don't see any NSFW art of Reine from Pochimaru or, despite her popularity, no NSFW art of Raikou from Raita himself. Some of the exception i know are Urushihara Satoshi and the creator of Godannar - since there's actually an official h-doujin of it.)
