Given that they learn mathematics and crafts among other things, the church probably doubles as a boarding school. So I'm guessing half bang's mom is just sending her off.

Looking at paintings style is same half-bangs mother likely is either old orphan or student.

It was a long established that churches had a role as school in the rural area at my region, since local priests were people within arm reach and had education, so aside doing church things it was common sight of them being "sunday teachers", where schools were unavailable for various reasons.

... i kinda thought that Half-bang's mother and Scowly were kinda similar in a sense...
