the text on her shirt seems to stem from 「身の程を知らない高波が、堅固な岩礁にぶつかって弾けたようですね。」 (her 3* clear voice line in-game), which is officially translated as "Like a wave crashing against an immovable stone, isn't it?". A lot of the words are missing though so I dunno what to make of it.
