this looks like how they punish kids in some part of asia, namely having them stand outside of class and sometimes have they hang on some weight, usually water basket, so to achieve the following: have them embarrassed in front of other kids, have them shun from the class, and have them experience pain (hang on two water basket filled with water and stand unmoved for a hour and see what happened). However, I doubt that it's water that's in those baskets. look more like bleeding heads.
