It's debatable. Regular Potemkin's gloves are just gauntlets that don't cover the fingers and thumbs.
In his backstory, Potemkin was born as one of a race of slave-laborers genetically engineered for superior strength; the freakish proportions are a result of that, and I think the artist of this pic decided to stick to it. You'll note the lack of moe anywhere in this image.

Those fingers look much too uniform to be fingerless by any amount, and that line doesn't look like something on hands. Olde comments are olde, but they seem obviously to be gloves.
