Looking through the TOS (using a translator, so take it with reservations) it basically says that its up to the artist what they want to do with art posted there and the only restrictions involve the posting of "fan club" content that is behind a paywall.
The result is that things posted for free are on the same license as any other service.

I don't even need to make an account to view it. People can upload art to sites like Fantia and Patreon without locking them behind a paywall, you know. It wouldn't be free to view if they expected you to pay for it.
