I assume Patchouli obtained those sukumizu from Yukari, as I doubt Gensokyo would have the proper equipment for the production of such materials. (On the other hand, it's possible that Nitori jimmied something up for the production of the artificial fabrics required, or even that Yukari brought the necessary equipment over from the outer world.)
I think the joke is Patchouli was the only one of them who didn't have a bathing suit so she has to wear Flan/Remi's old school swimsuit while Remi/Flan are weirded out by the fact that Patchouli even had them in the first place.

I'm pretty sure the joke is that Flandre and Remi are excited about the trip and showing off their bathing suits to each other. But Pachu is either a pervert, an otaku, or both, and is like "No, those aren't right at all! You have to wear these!" Either because that's her fetish, or because that's the tradition (weather in touhou fandom in paticular or anime in general,) or both.
