Striker Nanoha in experience, Detonation Nanoha in straight up raw power. Leaning towards Striker Nanoha tbh.

I remember in one chapter of the Striker side story manga, Nanoha and Fate recall getting their asses kicked during training by a veteran, despite they were 2v1 her and the veteran has less magical power than any of the two. So I think it is safe to say it is canon in Nanoha that experience beats raw power alone.

Yep, even if someone is the absolute strongest that there is, without proper experience in actually using those abilities, all that power is useless.
