Given how shipgirls are made in this series, Shimakaze could very well be five and aged up when fused with the spirit of her ship.
The only time we've actually seen it happen was Ooi who age locked as a highschooler at the time of fusion.
Pretty sure this plot was used in Carnival Phantasm as well, with some shady tea.

So there were the hammer incidents, and now mentally regressed Shimakaze.
