With every new game available, it's reimu's gohei that grow, not reimu herself. Does that mean the real reimu is the gohei and the human reimu is just a tool?

The true answer is that Reimu is both.

Also, Rinnosuke is the one that Prepared Reimu's Gohei, so clearly it's grown beyond what he intended.
