Because no one's actually confirmed it's a paid reward yet. Lacking a source isn't the end of the world and doesn't necessarily mean it's a paid reward, approvers can't be expected to know every single paid reward on the internet.
I'm not aware if this is a paid reward or not, but couldn't find it on Optional Typo's Twitter/Pixviv account so I figured there was no point in posting the Source.

That link says the uploader was danbooru. Gelbooru automatically grabs images uploaded here, and the upload time for both sites is about the same, meaning that definitely isn't the source because it was uploaded here first, by you.
