That's what I thought at first, too, but then the PCB crew's kanji would be 妖 instead of 幽.
And, y'know, Yuuka wouldn't have been there, because her first appearance was in a PC-98 game, and her first appearance on a Windows Touhou game was later, in Phantasmagoria of Flower View.
Under the "Gods" section, it would make much more sense if the silhouette is recognized as Kanako, taking into consideration the Onbashira rods and the circular rope are more recognizable. It's probably not Wriggle.
By the way, is that Tenshi's apron right there in the same section too?
