Considering that the cutting edge of robotics development is in sexbots, I'm not so sure of that.

So much of what we would normally consider 'design' or 'programming' is actually emergent phenomenon based upon different independent simple systems interacting. In some ways, orgasms are a 'glitch' of compounding functions that just happened to turn out nicely. It's a helpful social bonding mechanism even when procreation does not result. The fact that it can be set off synthetically is just a coincidence.

Or in other words, the utility of making it possible for a consciousness to experience a local maximum of pleasure as a response to specific stimuli is too useful to NOT include.
