I don't know if he said that, but he seems to hate keeping his female characters strong, so all of them are reduced to housewives who will never be their own characters again; Chi-chi, 18, Videl... Bulma is the one who "mostly" ignores this since she was never a fighter at all.

Wasn't it that he didn't know how to correctly depict a romance and that's why all the romances in Dragon Ball aren't depicted with much detail? Now for powerful women, one of the things Super did well is to give us several genuinely powerful female characters with Kale and Caulifa, and even 18 cemented her position as being among the strongest humans. (if not the strongest)
But in any case, anyone who isn't a Saiyan, Frieza or one of the members of the new pantheon are so behind the curb in terms of powerlevel that they all are sideline characters.
It’s always funny to read complaints about how many characters in Dragonball get sidelined when having everybody be relevant all the time would cause a massive amount of narrative bloat. Dragonball, Z included, is done in 42 volumes contrast that to 57 for Fairy Tail, 72 for Naruto, and soon to be 100 and counting for One Piece. Toriyama made the right choice one who should and should not matter -at least in the period before Super.

You don't have to have them front and center all the time but it still would have been nice to have Videl do something, ANYTHING, other than just be "Pan's mom."
