I don't know about that. They're pretty damn pronounced if you actually go look at the base art, hell there's even a belt just below her boobs whose sole purpose appears to be to pull the top tight and emphasis her bust.

I do agree though that I don't think they're actually drawn any larger for the dress skin, just that all the cleavage she's showing draws even more attention to them.

I would say it's more due to who she debuted with that wound up downplaying what she had: TAIHOU.

I did believe she indeed has nice size after getting her first skin, the route 66.
