Tried my hand at translating this, but Tsuchinoko's dialog seems bit strange at times, like, she makes questions and answers herself. Like if she was talking to someone, or something else... which wouldn't be too strange considering this series. She might be talking with that "everyone" she mentions?
Also, how did cars, ships and even fucking planes end up here ?!! Definitely more than just a dump floor

It does look human-shaped, there's also all the lighter shade around that seems to be originating from it, either a symbolism of emanating power...or tentacles.
Is she tagged as Tsuchinoko in the source? A fair number of other reptile and amphibian Friends have hoods too, and abubu hasn't been too shy about using OCs in this series.

Now that you mentioned it, I'm not so sure. Twitter replies assumed that it was. The ring striped hoodie seems right, but the eyes and hair not so much. Abubu sometimes draws the giant otters as pale skinned instead of tanned, but I don't know about the other bits.

That stupid-huge humanoid being or whatever resembles the Jizo floor. Maybe it's a relative of Buddha or some such. Something like "When you throw away one god, you pick up another."
That last is the Japanese equivalent to the proverb, "When one door shuts, another opens," but it's obviously meant more literally here, so I didn't localize it.
