Not directly related to this image specifically, but, uh... so I just read the entire 800 page pool. It took about... six or so days of sporadically reading through them.
One thing i noticed was that the first... 400 or so images were all translated, then the translations started to slip; at first, single images would be missing translations, then entire stretches would be untranslated. It seemed really odd given the fact that literally 400 pages in a row had been perfectly translated, then they suddenly faltered. But people aren't always available to translate, i guess, images are either accidentally skipped over, or theres just impossible puns/phrases/etc. to translate.
But, uh, yeah. Large pool. funny.

You pretty much nailed the problem. I think the original translator(s) stopped working on this series at some point, so it's only us replacement translators who work on this now. And I can't speak for anyone else, but I only translate the ones I think are funny/interesting, and I don't find the perverted Admiral/Kashima jokes to be funny. And I'm not very good at wordplay, so unless I can think of a good pun or something, I tend to skip those. And unfortunately, those 2 types have become more frequent compared to the beginning.

Take this comic, for example. This relies on the fact that "ekiben" means "bentou that you can buy at a train station", but is also apparently the name of a sexual position (which I did not know until I looked it up just now). Now, I'm sure there's some reasonable pun that can be used in English, but I can't think of what it might be, so it will stay untranslated until either I or someone else comes up with the right translation for it.

What I've seen other translators do is that if the pun is too untranslatable, they wont even try to translate the actual pun but will instead explain the pun by posting the symbols & their pronunciations as a footnote in the dialogue note, so that even if the pun is impossible to translate, people can still get a general idea of what is going on. Or what might be difficult for you, could be possible for someone else who can come along later and touch it up.
