In a list from the subreddit, the bottom 3 are Mostima, Aak, and Skadi. Imo, Aak is fine as he is, MEME damage numbers and teamkilling (there are future maps where doing this is useful). Mostima and AoE casters as a whole need to be buffed. Skadi of course, got recently outclassed by a defender (Eunectes) in raw stats so she's no longer useful as a statstick. All she's got for her is helidrop 1v1 but even then, FOUR star Utage can do it too and SilverAsh has helidrop AoE.

There's also Bagpipe who made Skadi irrelevant as her S3 outdamages Skadi's S3. She's a DP-on-kill Vanguard which means she's 9 DP cheaper and DP can be fully refunded once retreated.
Additionally, Surtr just got released recently making Skadi more irrelevant. One of her skills is like Skadi's S3 except she can deal very huge amount of Arts damage and lasts forever. I've seen her usage against Patriot and she can kill him without the help of mines.
