It's not a reference to this video specifically, rather, to the line the Russian support tends to say when resupplying allies. The line is "Это вам не гандоны, это вам патроны", and is roughly translated "Those ain't condoms, that's ammunition!". It doesn't make much sense beyond the fact that "ammo" ("patrony") and "condoms" ("gandony") sounds similar in Russian, but its a fun line to the russian ear nethertheless.
